NYC Strip Clubs Are Regulated Into a Small Market

NYC's adult-entertainment scene has shrunk dramatically since the 1995 zoning reforms pushed most strip clubs to specific zones outside Manhattan. The surviving Penthouse Executive Club, Sapphire NYC, Rick's Cabaret NY, and Scores operate under strict licensing — most are clustered in Hell's Kitchen near the Hudson and a few outer-borough industrial areas.

New York law permits topless-with-alcohol in licensed clubs. The SOB zoning is among the strictest in any American city, and the clubs that survived are the ones that fit the zoning maps.

The outer boroughs (Queens industrial areas near LaGuardia, Bronx) have additional clubs. The Manhattan flagship rooms carry significant cover charges, drink minimums, and VIP economics.
